A centre of learning on the inland steppe
Kairouan stands away from the coast on the central Tunisian plain, near 35.67 degrees north and 10.10 degrees east. It is one of the major centres of Islamic learning in North Africa, and its Great Mosque is among the most significant early mosques anywhere in the Maghreb. That history is the reason this page spends more of its length than most on jurisprudence rather than geography.
Why the school of law matters to a timetable
A prayer timetable looks like a purely astronomical object, and four of the five daily times very nearly are. Fajr and Isha depend on how far the sun must sink below the horizon before dawn is held to have broken or night to have fallen. Dhuhr depends on the sun crossing the meridian. Maghrib depends on sunset. All of these are questions about the sun's position, answerable by calculation once a threshold has been agreed.
Asr is different in kind. Its boundary is defined not by the sun's depression but by the length of a shadow, and the schools of law do not agree on how long that shadow must be. This makes Asr the one prayer where the answer genuinely depends on whose jurisprudence you follow, rather than on whose astronomy.
The two answers, and the one used here
Consider an object standing vertically in open ground. Through the morning its shadow shortens; at the moment the sun crosses the meridian the shadow reaches its minimum; through the afternoon it lengthens again.
The majority position — held by Maliki jurists, and equally by the Shafi'i and Hanbali schools — is that Asr enters once the shadow has grown beyond that midday minimum by an amount equal to the object's own height. The Hanafi position requires twice that growth, which places Asr appreciably later in the afternoon. Both are long-established readings supported by careful argument, and neither is a corruption of the other.
Tunisia is Maliki, and this page applies the majority threshold accordingly. It should agree with what is posted at mosques in the city.
The ministry's angles, briefly
The rest of the calculation is administrative rather than juristic. The Ministry of Religious Affairs publishes a single national standard, carried in software as method 18, setting both the dawn and nightfall angles at eighteen degrees of solar depression. Inland, and slightly to the west
Kairouan's position away from the sea has no bearing on the calculation, which assumes an idealised level horizon everywhere regardless of terrain. Its longitude does matter, modestly: sitting west of the Sahel towns puts every prayer here a couple of minutes later on the clock than at the coast, consistently and in all seasons.
Its latitude is close to Sousse's, so the two share their seasonal behaviour almost exactly. The gap between the two pages comes almost entirely from the east-west displacement rather than from any difference in day length.
Jumu'ah at the Great Mosque

Fasting hours in Kairouan
Abstinence runs from Fajr to Maghrib. Sunrise appears in the table but bounds neither; it closes the window within which Fajr may still be performed. Because dawn is reckoned at a full eighteen degrees, Fajr comes well before first light, and confusing the two rows would carry the pre-dawn meal past its limit.
Isha is likewise fixed by an angle rather than by minutes counted from sunset, so the wait between breaking the fast and taraweeh is not identical from one season to another. Work from the monthly view rather than one day's row.
The calculation, the call, and the congregation
These are three different things and conflating them causes most of the confusion people report. The calculation gives when a prayer's time enters. The call announces it, usually promptly.
